Registering your company and workers with the German customs office (Zollamt)

We prepare employee and workplace information for notifications through Meldeportal-Mindestlohn. We help organise updates and documents needed for enquiries from the authority.

The registration obligation when posting workers

Every foreign company that posts workers to carry out work in Germany is required to make the appropriate registration with the German customs office (Zollamt). This obligation stems from the German Act on Combating Illegal Employment and Social Abuse (Schwarzarbeitsbekämpfungsgesetz) and from the rules on the posting of workers.

The purpose of the registration is to ensure transparency of employment, compliance with minimum-wage regulations, and oversight of the legality of foreign nationals' work in Germany. It is one of the key conditions for legally compliant posting.

Notification and update deadlines

Registrations must be made before work begins in Germany. Where there are changes - such as working hours, location, or the end of the posting - the data must be updated.

We help track agreed deadlines and prepare updates using the information you provide. Changes concerning employees and assignments are handled within the agreed scope of support.

The scope of our service

  • Registering the company in the German customs office's electronic system (Meldeportal-Mindestlohn, the minimum-wage reporting portal) - setting up the company account and preparing the necessary data and registration documents.
  • Registering posted workers - entering the required information on the period of employment, the place and type of work, the details of the person authorised to represent the company in Germany, and the worker's details.
  • Monitoring mandatory registration deadlines and data updates - registrations before work begins and updates upon any change (working hours, location, end of the posting).
  • Preparing documentation in case of an inspection - reviewing and preparing the documents to be presented to the customs and tax authorities (e.g. contracts, A1 documents, insurance certificates, working-time records, payroll documents).
  • Organising documents and communication during inspections; legal advice and representation are provided by appropriately authorised partners.

Tell us the workplaces and posting periods. We will discuss notification data and the required documents.

Frequently asked questions

Do I have to register my company with the Zollamt if I post workers to Germany?

Yes. Every foreign company that posts workers to carry out work in Germany is required to register with the German customs office (Zollamt). This obligation stems from the German Act on Combating Illegal Employment (Schwarzarbeitsbekämpfungsgesetz) and the rules on the posting of workers. The registration is made electronically, via the Meldeportal-Mindestlohn system.

When does the registration with the Zollamt have to be made?

The registration must be made before work begins in Germany. In addition, any change – such as working hours, location, or the end of the posting – requires the data in the customs office's system to be updated. This keeps the data held by the Zollamt up to date at all times and ensures the posting runs without formal shortcomings.

What happens if I fail to register with the Zollamt?

Failure to comply with the registration obligation can result in high administrative penalties, as well as suspicion of breaching the rules on the legality of employment. The Zollamt carries out inspections, including on construction sites and at industrial and service facilities. It is therefore worth having documentation ready to present to the customs and tax authorities, such as contracts, A1 documents, insurance certificates, working-time records and payroll documents.

Does registration with the Zollamt replace other registrations, such as SOKA-BAU or the Finanzamt?

No. Registration with the Zollamt does not replace registrations with other institutions, such as SOKA-BAU, the Finanzamt or ZUS (A1 documents). Optima Prime Consulting organises notifications, deadlines and inspection documents within the agreed scope. Legal advice and representation are provided by appropriately authorised partners.
